A very funny miniature from Black Cat Bases, and part of the "Librarian" blister of which you will see more painted up soon. You can easily fit this miniature into any kind of pulp/horror game. Either controlled by a bookish villain in Strange Aeons or some scholarly type from the Gentlemen's Club in Empire of the Dead.
